The goals of HB 2021 will require ramping up wind and solar and re-imagining the transmission and distribution grids so they can actually deliver the clean energy when and where it’s needed. The current regulated utility model was set up 150 years ago and hasn’t changed much since then. Meeting the increased demand for clean generation will require significant system changes and the transition to a smart grid consisting of both centralized and distributed generation and storage with major increases in the efficiency and capacity of the transmission and distribution system. Because many of the needed changes run counter to the current economic incentives of our electric utilities, action at both the Oregon Public Utilities Commission and the Oregon Legislature will be needed to drive all the necessary changes.

The Clean Energy team will continue several activities including:

1. Climate Protection Plan Redo: We are participating in the
   1. Main Rulemaking Advisory Committee support table to keep the CPP strong, and
   2. Communications sub table, focused on combating misinformation from the methane gas industry
2. Energy Strategy: ODOE is charged with developing an Energy Strategy for Oregon. Wehave responded to their questionnaire and will participate in upcoming workshops.
3. Energy Security Plan: ODOE is also charged with developing an Energy Security Plan for Oregon and we plan to participate in upcoming workshops.
4. HB 2021 Implementation: We follow the table run by RNW that tracks utility, OPUC and DEQ activities related to achieving the goals of this legislation.
5. Oregon Climate Action Commission meetings: We continue to follow these activities and comment when appropriate.
6. Offshore Wind: Support efforts to strengthen development incentives from the state.

During the 2025 legislative session, there may be opportunities to address issues related to clean energy generation, storage and transmission. Possible legislation that the team plans to promote includes:

• Legislative support for DEQ’s Climate Protection Plan
• Studying new technology to accelerate grid readiness for a clean energy future
• Limiting GHG emissions and improving the resilience of Big Tech in Oregon
• Working to improve regional transmission cooperation and lowering barriers to siting
• Studying the suitability for agrivoltaics in Oregon
