Climate Resilience Superfund: (SB 1541) Requires large fossil fuel companies to pay retroactive damages caused by anthropogenic climate change. (Sen Natural Resources & Wildlife Committee)

Clean Energy

Balcony (Plug-In) Solar (HB 4080): Clarify how small simple, plugin solar installations can reduce residential & small business electricity bills. Similar to the just passed Utah bill. (Rep. McDonald)

Community-Based Power (SB 1582): Requires electrical utilities to develop a program that will allow small sources of electricity generation and storage to join and be compensated for providing additional power resilience and lowering peak costs for all users (Senator Neron Misslin)

Solar Consumer Protection (HB 4024): Prescribes certain statements and disclosures from solar providers to consumers. (House Climate, Energy & Environment Committee)

Transportation
Measure What We Drive (SB 1542): Performance-based scoring system to allocate road project funding, to include safety, climate and emissions. Annual Report Card. (Senate Transportation Committee)

Guardrails for Good Governance (SB 1543): Adopt a transportation debt management policy with better transparency. Broaden representation on the Oregon Transportation Commission. (Senate Transportation Committee)

● Get the Data for a Better Road User Charge (RUC) (HB 4126): Require ODOT to report the total biennial cost of maintenance and preservation for the state’s road system, and to report the total mileage driven. This data could later be used to calculate the RUC. (Rep. Gamba)

Transit Funding Task Force (HB 4008): To determine the level of funding needed to maintain adequate transit service statewide and explore funding mechanisms to achieve that funding. (House Transportation Committee)

Healthy Homes & Communities

CEI Hub Disaster Reserves (HB 4032): Requires the Oregon Department of Energy (ODOE) to develop a state-wide Disaster Reserves Plan for storing fuels from the CEI Hub in a geographically diverse manner. (House Emergency Management & Veterans Committee)

Inclusive Utility Investment (SB 1588): Investor-Owned Utilities will provide loans for energy efficiency and strategic electrification without additional burden to the General Fund or ratepayers on a pilot basis. (Sen. Golden)
