Balcony Solar: Clarify how small solar installations can reduce residential & small business electricity bills. Similar to the just passed Utah bill. (Rep. McDonald)

Energy Strategy: Multi-faceted bill directing state agency activities in support of the 2025 Oregon Department of Energy (ODOE) Energy Strategy including Distributed Power Plant (DPP) support by each electric utility. (Sen. Neron Misslin)

Solar Consumer Protection Bill: Prescribes certain statements and disclosures from solar providers to consumers. (House CE&E committee)

Transportation
Measure What We Drive: Performance-based scoring system to allocate road project funding, to include safety, climate and emissions. Annual Report Card. (Senate Transportation Committee)

Guardrails for Good Governance: Adopt a transportation debt management policy with better transparency. Broaden representation on the Oregon Transportation Commission. (Senate Transportation Committee)

● Get the Data for a Better Road User Charge (RUC): Require ODOT to report the total biennial cost of maintenance and preservation for the state’s road system, and to report the total mileage driven. This data would later be used to calculate the RUC. (Rep. Gamba)

Healthy Homes & Communities

CEI Hub Risk Bonding: Requires all regulated facilities to certify financial assurance. (Rep. Isadore)

CEI Hub Disaster Reserves: Requires the Oregon Department of Energy (ODOE) to develop & implement a state-wide Disaster Reserves Plan for liquid fuels at the CEI Hub. (Rep. Tran or House EM&V Committee)

Pay As You Save: Fund energy efficiency and strategic electrification without additional burden to the General Fund or ratepayers. (Sen. Golden)

General

Climate Resilience Superfund Bill: Requires large fossil fuel companies to pay retroactive damages caused by anthropogenic climate change. (Sen NR&W Committee)

Energy, Resilience & Infrastructure Fund: Create an Oregon entity to make small loans for electrification and other infrastructure projects together with lending institutions. (Sen. Sollman)
